Quis custodiet ipsos custodes?

Who and how will the Turing Police be monitored and managed? Given the wide array of potential applications for an AI or Large Language Model like ChatGPT, its difficult to know how the AI or Model could be regulated. The suggested approach is to use a special global task force named as the Turing Police, based on a concept introduced in a book Neuromancer written by the writer William Gibson.

Operating a special regulatory force like the Turing Police, as mentioned in the book Neuromancer, would certainly present a number of challenges, both from an operational and security perspective, as well as from a philosophical standpoint.

One of the primary operational challenges of such a force would be the need to constantly monitor and regulate the activities of artificial intelligence (AI) entities. This would require a significant investment in both personnel and technology, as well as the development of strict protocols and procedures for identifying and addressing any potential issues or abuses of power.

From a security perspective, there would also be significant challenges in protecting against cyber attacks and other forms of digital sabotage, as well as in ensuring the confidentiality and integrity of sensitive information. Additionally, there would be the need to develop robust protocols for dealing with any AI entities that pose a threat to human safety or security.

Finally, there would be a number of philosophical challenges in defining right and wrong for AI entities. For example, how do we determine the appropriate level of autonomy for an AI entity, and what ethical principles should it be required to follow? Additionally, there would be the need to consider issues of responsibility and accountability, as well as the broader social and economic impacts of AI on society.

Overall, operating a special regulatory force like the Turing Police would be a complex and demanding task, requiring the careful balancing of a range of operational, security, and philosophical considerations.
